Cllr Mark Wilkes on Leading Durham’s Path to Net Zero

In a thought-provoking conversation with Cllr Mark Wilkes, Cabinet Member for Neighbourhoods and Climate Change at Durham County Council, we discussed the county's ambitious goals for achieving net zero, the role of local businesses in this transition, and the exciting projects the council is spearheading to ensure a sustainable future.



The Importance of Net Zero Targets

Cllr Wilkes has dedicated over 17 years to public service, and for the last three and a half years, he has steered the council’s efforts on climate change. "The importance of net zero targets is both a moral and financial imperative," he explains. “Not only do we have a responsibility to reduce carbon emissions, but businesses can also see tangible financial benefits. Reducing carbon footprints, whether it’s through waste management or energy efficiency, can save businesses significant amounts of money."


From small changes like separating recycling to more significant investments such as solar panels and building insulation, businesses are discovering that eco-friendly practices can reduce overheads and attract new customers. As consumer awareness grows, companies are increasingly being judged on their environmental practices, which adds an extra incentive for them to "go green."


Durham County Council’s Commitment to Sustainability

Durham County Council is leading by example with a range of ambitious sustainability projects.  A testament to the council’s commitment, Durham County Council recently won the Best Carbon Reduction award at the Investors in Environment Awards. This recognition highlights the significant impact of the council’s initiatives, which have cut its carbon footprint by 50,000 tonnes over 15 years. “Our green projects allow us to save money while reducing emissions,” Cllr Wilkes explains. Much of this reduction has been achieved by transitioning many of the council’s buildings—such as schools, depots, and leisure centres—to renewable energy. The council has also built a 3MW solar farm at Annfield Plain, which not only powers operations but also feeds surplus energy back into the grid.

The council’s use of renewable energy to power its fleet of electric vehicles further strengthens its positive environmental impact, creating a self-sustaining energy model. This combination of cutting emissions and generating cost savings showcases the dual benefits of sustainability for both the council and local businesses.


In addition, the council’s Business Energy Efficiency Team has been instrumental in helping local businesses adopt sustainable practices. The team offers grants, advice on energy-saving measures, and even provides businesses with the opportunity to trial electric vans to assess their suitability.

Cllr Wilkes views these efforts as part of a broader strategy to make County Durham a leader in the green revolution. "Businesses like Lanchester Wines are already showing what’s possible, running carbon-neutral operations by integrating solar panels, wind turbines, and other sustainable technologies."


How Business Durham Supports Local Businesses in Achieving Sustainability

Business Durham plays a pivotal role in aligning local business activities with sustainability goals. Cllr Wilkes, who also serves on the Business Durham Advisory Board, explained how the board's efforts are crucial in shaping policy and driving collaboration. "At every board meeting, I challenge the status quo," he says. "Are the buildings we manage as energy efficient as they should be? Are there opportunities for businesses to access the right facilities?"


The council's ongoing developments, such as those at NETPark, which is managed by Business Durham, are setting a high standard with eco-friendly, high-tech office and laboratory spaces aimed at attracting businesses in cutting-edge industries.


Moreover, Business Durham’s influence extends beyond infrastructure. "Business Durham’s support ensures that we not only attract businesses but also provide them with the necessary tools and advice to succeed sustainably," Cllr Wilkes notes. This comprehensive support is vital in fostering an environment where both businesses and the community can grow together in a low-carbon economy.


The Role of Get Set Green Event in Driving Green Innovation

Events like the recent Get Set Green showcase, organised by Business Durham, played an essential role in spreading the message of sustainability. These events provided a platform for businesses to learn about carbon reduction strategies, innovation, and sustainable practices. Cllr Wilkes sees these gatherings as invaluable in promoting a collaborative, green agenda. "Getting businesses together, sharing ideas, and seeing green technology in action can spark the innovation needed to achieve our goals," he said.

Looking ahead, Cllr Wilkes is confident that County Durham’s ongoing commitment to sustainability will lead to significant economic and environmental benefits. "We’re not just reducing emissions—we’re creating jobs, attracting investment, and positioning ourselves as a leader in the green economy."
